[Datastream #RUR-690508]: HRRR MRMS QPE

The MRMS feed that we have is from the NOAAPort Satellite Broadcast Network
(SBN), and a quick look at a random Precip product seems to indicate that
they are all for CONUS.

NOAA maintains an LDM feed of MRMS products.  I don't know if there are
products that cover Hawaii in that feed.  Try Googling 'MRMS LDM feed'.
