[Datastream #PPX-229889]: goes-west server is down

I don't believe that this is the case.  My evidence is that we are _not_
having any problems accessing the server multiple times per hour, 24 hours
per day, 365 days per year.  Instead, I am suspicious that the java code
is not well equipped enough to deal with slow access to the server.  I
will touch base with our IDV lead developer to discuss this possibility.
