[Datastream #OQV-473732]: NLDN Data to netCDF

I don't know of any right off (we wrote decoders for the NLDN data
for GEMPAK and McIDAS, but not for netCDF), but that does not necessarily
mean that someone hasn't already created this capability.

I think that the best thing to do at this point is send an inquiry to the
netCDF user community asking if anyone has developed the code you are looking
for.  Please be advised that you must subscribe to a Unidata-managed email

By the way, the NLDN lightning data is in binary format, not ASCII.  The
USPLN lightning data, on the other hand, is in ASCII.
