20040731: NEXRAD composites stopped being updated at 16:31Z (cont.)

OK.  You can always resort to looking at individual radars.  All are
available from the same ADDE servers you were trying to get current
composite images from.  Hang on...  I see that I can _not_ access
the individual radars on adde.ucar.edu -- this is probably the
problem with the composite generation.  I can, however, see them
on atm.geo.nsf.gov

I am now investigating the RTNEXRAD problem on adde.ucar.edu.  More
later...
