I mistated a portion of the previous email to you. please disregard the sentence, "These data are not supposed to be resent to the country of origin." I'm so sorry for my misleading statement.

In fact, I decided to provide, verbatim, the information rgarding the "additional data" use and exchange.

According to the practice adopted by Congress, all meteorological and related data and products required to fulfil Members? obligations under WMO Programmes should be encompassed by the combination of essential and additional data and products exchanged by Members. Members are urged to make known to all Members, through the WMO Secretariat, those additional meteorological and related data and products on which Members placed conditions related to their re-export for commercial purposes outside the receiving country (or group of countries forming a single economic group). Congress believed that, as a result of the implementation of the practice by all Members, the volume of data and products exchanged internationally will increase.

The World Meteorological Organization consists of 185 members (see this site
for additional information about the WMO <http://www.wmo.ch/index-en.html>).
The WMO works to "coordinate global scientific activity to allow increasingly
prompt and accurate weather information and other services for public, private
and commercial use, including international airline and shipping industries.
WMO's activities contribute to the safety of life and property, the
socio-economic development of nations and the protection of the environment."

Regarding the WMO Resolution 40, various meteorological services around the
world (e.g., about  have started charging for some of their data sets.  This
action prevents the free and open exchange policy that the U.S. endorses and
encourages.

I have received a query from the National Research Council (Anne
Linn) seeking documentation on how WMO Resolution 40 is affecting
science.  If anyone on this Unidata-wide mailing list can describe a
recent effect (perhaps some inhibition in the provision data for
scientific education or research), I would appreciate receiving a
description of the situation.

The request was stimulated by NRC interest in the e-mail exchanges a
couple of years ago, involving SUNYA and Scripps, about a demand by
Ireland that certain synoptic observations (categorized as
"additional" data) be removed from university web sites.

I inadvertently left this query unattended for some time (since 6
April), so prompt replies would be _greatly_ appreciated.
