Use of Unicode in names provides better support for international uses.
Unicode, encoded using UTF-8, may be used for names of variables, dimensions, attributes, groups, and types
UTF-8 encoding is used, so all names that use only ASCII characters are backward compatible
This matches the new netCDF classic format feature.
