Sorry for contributing so little to this discussion so far.  I just
wanted to voice my reservation at bringing this standard to such a
large body as WMO at this time.  My impression, after perusing the
GRIB format (which I think is the standard at the European Center for
Midrange Weather forecasting), is that WMO's goals for data are much
more narrowly defined than those for what this group is trying to
construct.

Just my opinion, really,
