The Two Phases
• Phase I: An experimental network,
designed to demonstrate:
• The value of real-time, Level II, 88D data
• The merits of Abilene (used like a “bus”) as
an alternative to a “star” network of 88Ds
• The effectiveness of data-relay technology in
operational/commercial/academic contexts
• Phase 2: An operational network, reliably
meeting the needs of all stakeholders,
incorporating lessons learned in Phase 1
