DQC Schema Changes - Version 0.3

Changes from 0.2:

• Namespace: change to "http://www.unidata.ucar.edu/namespaces/thredds/queryCapability/v0.3".
• Define certain attributes as document unique keys
• The selector element's id attribute must be unique (***Not currently used. ***)
  
• queryCapability element:
• Remove selections element (wrapper for selectors), allow selector elements directly in queryCapability element.
• bump the default version value up to 0.3
• query element:
• rename action attribute to base
• remove the returns attribute
  
• Change enumeration values for construct attribute: "macro" to "template" and "append" to "paramValue"
• selector element
• rename help element to description and change from string type to cat:documentationType (mixed XHTML content)
  
• rename label attribute to title
• make id attribute optional
• change enumerated selectType attribute to a boolean multiple attribute (default equals false)
• selectStation element
• remove the boundingBox element
• add selectFromRange element
• add selectFromDateRange element
• add selectFromGeoRegion element
• add selectServiceType
  
• import InvCatalog/v1.0 and use documentationType and tDate types
