5.1.4 Changed scripts/scriptconfig to do replacement of the @PATH@
variable to the $PATH environment variable.

Changed scripts/ldmfail.in to get the $PATH from the
./configure run.

Changed configure to do replacement of the @PATH@ variable
to the $PATH environment variable.

Mods to pqsurf/surf_split for SPECI reports coming out with
metar headings when PIL is present.

Mods to pqsurf/surf_split.c to process bulletins correctly
if they don't contain a PIL. Also fixed the date routine to
accept times containing minutes.

Modified aclocal.m4 to cause configure to test -f instead of
test -r the syslog PID file. Under Redhat7.1 the file was
no longer group or world readable.

Modified pqutil.c to always include time.h.

Modified ldm.x and ldm.h to add FNMOC alias for FT19.

Modified configure.in to cause configure to substitute
PATH variable.

Eliminate "pq_del_oldest: conflict" messages and
resulting loss of data that occurs when a downtream
node falls so far behind that it is locking the oldest
product in the queue, or when pqact can't keep up.
Now when new space is needed to insert a new product
in the queue, the oldest unlocked product is deleted
when the oldest product happens to be locked.
