5.1.3 In scripts/ldmfail.in, changed clear to clean to make it
consistent with ldmadmin.in

In pqbinstats/mailpqstats, put in checks to eleiminate files
older than 2 days for stats and older than 3 days for logs

For more flexible logging, added use of
ULOG_FACILITY_OVERRIDE environment variable to
override the default use of the LOG_LOCAL0 syslog
facility. See the ulog man page for details.

Fixed alignment bug only seen on SGI 32-bit platforms,
which would cause a bus error when pqcreate was
invoked with some queue sizes. This also changes the
product queue version, so requires remaking the queue.

Added "Delay: x.xxxx sec" line to debug output for
product queue scanners (pqcat, pqact, etc.), to
display the delay between when a product is inserted
into the product queue and when the queue scanner
begins to process it. This is useful in assessing
pqact delay, for example.

Fixed pqmon to really ignore SIGCONT signal, so it can
be started from ldmd.conf with "exec pqmon -i 600" for
example, to monitor state of product queue every 10
minutes to LDM log file.

Modified pqing to (1) filter out products with ID
SDUS5* and put them under the new NEXRAD feed type,
(2) fix bug allowing AFOS products to be handled
properly, and (3) switched default behavior pertaining
to -5 option - now default behavior is to exclude a
product's sequence number in calculating the checksum.

Modified wmo_header.c to update the section which
finds pil strings to allow the space character padding
that NWS is using in a few obscure products.

Added "FNEXRAD" as the name for the NEXRAD floater
feed type (FT13) and made the old name "NMC3" an alias
for the same feed.

Fixed locking bug in pq_del_oldest() that occurs when
trying to identify a product that is already locked
when pq_del_oldest tries to delete it. We revert to
identifying product only by queue offset.
