[visad] mouse wheel clicked

We recently added a facility to the IDV that supports a value readout on 
a mouse drag in a display.

The readout itself is shown in an undecorated JWindow that we place in 
the upper left of the display. That way we have total control of the 
placement and what is being shown. We use a JLabel that holds html in 
the JWindow but of course it could be any swing component.
