You could use the visad.data.gis.UsgsDemForm:

     UsgsDemForm udf = new UsgsDemForm();
     DataImpl data = udf.open(filename);

or use the visad.data.gis.DemFamily class which will also
open ArcInfo ASCII-GRID files.
