[thredds] geospaticalCoverage metadata information

The catalog is attached.  You can get copies of the files from 
ftp://ftp.cdc.noaa.gov/Datasets/ncep.reanalysis/surface.

As it says in the catalog, the descriptions and hierarchy are totally 
made up, but the geo-spatial metadata should match what's in the file.
