failure to connect to catalog from IDV, NetCDF Tools

Thanks Ethan.  I'm embarrassed to admit that I was inadvertently using 
the html URL not the xml URL.

Both clients now find the catalog.  There still seems to be a problem w/ 
my netCDF, but that's a different question...
