[THREDDS #HQP-472079]: THREDDS WCS server

[Unidata THREDDS Support]

This is a bug, occurs when there is no time axis.

Fix is in release 3.14.06, at:

  http://www.unidata.ucar.edu/projects/THREDDS/tech/TDS.html
