20070730: new Radiosonde Replacement system

The NOAA National Weather Service MicroART upper air system at 
Springfield, Missouri (WMO # 72440), will be decommissioned on or about 
August 3 and installation of the new Radiosonde Replacement System (RRS) 
will begin. 

Beginning August 13, 2007, or shortly thereafter, upper air observations 
will be issued using the RRS and GPS Mark IIA Sippican radiosondes.
