20070717: upper air system

The NOAA National Weather Service MicroART upper air system at Lincoln, 
IL (WMO # 74560) will be decommissioned on July 20 and installation of 
the new Radiosonde Replacement System (RRS) will begin. 

Beginning July 30, 2007, or shortly thereafter, upper air observations 
will be issued using the RRS and GPS Mark IIA Sippican radiosondes.
