20061130: BUFR changes-FYI

A new test file and BUFR table are once again on the
gp16.ssd.nesdis.noaa.gov anonymous ftp website. Attached is a revised
descriptor document. Test files should begin flowing to the DDS and to
users next week. The filenames are at the bottom of this exchange.
