[netcdfgroup] ncgen with netcdf4

Hi Ed:

Unclear from the docs what ncgen that comes with netcdf4 will do.   
Can it read cdl file and generate the netcdf4 file, or is it still  
only netcdf3?  Same question with the code generation.  Not a  
complaint, just trying to figure out what it can/can not do.
