announce: release candidate 2.2.18 and tutorial documentation are available

A release candidate for netcdf-java 2.2.18 is now available at

  http://www.unidata.ucar.edu/software/netcdf-java/

Any testing before we make the actual stable release would be welcome.

Also, tutorial documentation from the recent workshop is at:

  http://www.unidata.ucar.edu/software/netcdf-java/tutorial/index.html

The Runtime Loading (Section 7) is new and may be of interest. This docuemntation will continue to evolve, feedback is welcome!
