[ldm-users] GOES-12 satellite down; GOES-10 now sending degraded imagery to NOAAport

There's a lot more GOES 10 was doing for South America.  They had to 
also consider that they no longer have N-S stationkeeping for GOES 10 
because of fuel constraints...
