Yep...I suspect that a new signal has signed on, on the satellite that 
carries NOAAport...and it's either overloading the satellite with a very 
strong signal, or "splattering" its signal onto the NOAAport channel. The 
NOAAport signal is weak, so it wouldn't take much.
