TRANSMIT ANY DATA.  ALL DATA IS BEING QUEUED FOR
TRANSMIT WHILE NCF ENGINEERS WORK TO 
RESTORE UPLINK CAPABILITY.   FURTHER DELAYS ARE 
EXPECTED WHILE THEY CONTINUE TO FIND A SOLUTION
