THE NCF IS EXPERIENCING PROBLEMS WITH THEIR UPLINK 
CONNECTIONS AND CURRENTLY ARE NOT ABLE TO 
TRANSMIT ANY DATA.  ALL DATA IS BEING QUEUED FOR
TRANSMIT WHILE NCF ENGINEERS WORK TO 
RESTORE UPLINK CAPABILITY.   FURTHER DELAYS ARE 
EXPECTED WHILE THEY CONTINUE TO FIND A SOLUTION
TO THE PROBLEMS WE ARE EXPERIENCING.  MORE DETAILS
WILL BE PROVIDED AS THEY BECOME AVAILABLE.  THANK
YOU FOR YOUR PATIENCE.
