Unfortunately this is not available, and it is also not available
via FTP. It is on the Radar Product Service, which is a direct
T1, but this incurs a cost.
I have never been able to get an explanation as to why this data
is not available on NOAAPORT or via FTP. It surely is small enough
that it isn't a bandwidth limitation. As far as I can determine there
are no plans to add it to NOAAPORT.
