[galeon] Draft CF-netCDF OGC Candidate Standard

Hi,
I've made a first cut at an OGC Candidate Standard Specification for
CF-netCDF Binary Encoding. It's on the GALEON wiki at:

http://sites.google.com/site/galeonteam/Home/cf-netcdf-candidate-standard

In outline form, the document has all the sections I believe will be needed.
Some are just stubs at this point but the key sections of what will become
the OGC core standard for CF-netCDF have been filled in verbatim with the
text of the NASA Standards Process Group Standard for netCDF.

 http://www.esdswg.org/spg/rfc/esds-rfc-011/ESDS-RFC-011v1.00.pdf

The result of this process will thus be a jointly recognized standard
between NASA and the OGC.

At this point, I am seeking input from all interested parties -- whether or
not you are an OGC member.

Beyond that, if you are interested in being part of the actual standards
definition process, it will be extremely important participate in the OGC
CF-netCDF working group which will be set up soon. That means that you have
to be associated with an organization that is an OGC member. So this would
be a good time to find out who the official OGC rep is for your organization
and have the rep set you up with access to OGC working groups and documents
on the OGC portal.

I'd really like to have the working group up and running by the next OGC
Technical Committee (TC) Meeting at the end of September and have the
process pretty near completion by the following TC meeting in December. We
can only make that kind of progress if we assemble a committed, active
working group. Please seriously consider joining the effort.

Let me know if you run into difficulties getting at the draft document or
figuring out issues related to your organization's OGC membership.

Many thanks.
-- Ben
