We have freely available Perl decoders that decode raw surface,
synoptic and upperair into netCDF files. These are available from:
http://www.unidata.ucar.edu/packages/decoders/index.html

Gempak is available only to licensed Unidata sites, that is why
it is password protected. Since you are outside WMO Region IV,
you would need to be a sponsored participant to get access to GEMPAK.
However, GEMPAK decoders do not create netCDF files.
